Nayibe Capellan will officially take on the role of Programs for Parents, Inc. CEO on March 27, 2023. Programs for Parents (PfP) is the largest child care and resource and referral agency in the state of New Jersey. It provides services to over 1200 child care providers in Essex County and financial assistance to over 10,000 children monthly to help pay for child care services. PfP also provides professional development opportunities for individuals working in the field of Early Care and Education and training and support services for parents of young children.

Philip Goldwasser has been working in the IT field for over 30 years. He began his technology career in 1993 as a Novell certified network engineer. As the tech world expanded, he did as well and holds Microsoft, Cisco, and SonicWall certifications. He has worked in large corporations, small businesses, and non-profit agencies. Most recently, he has chosen to work exclusively in the not-for-profit sector. Philip received a BA from Rutgers University and an MA from the Jewish Theological Seminary of America, both in Jewish studies, and is an ordained Rabbi.

Tyheria brings over 20 years of leadership and management experience, with the past 3 years dedicated to driving HR initiatives that supports the organization’s success. Her deep understanding of team dynamics and operational strategy allows her to align people practices with business goals. Tyheria is passionate about creating positive workplace cultures and fostering professional growth across all levels of the organization. She holds a Bachelor’s Degree in Business Management, a Master's Certificate in Human Resource Management, and is a certified SHRM-CP.

Hilda Puente-Vera brings over 25 years of dedicated service and leadership to Programs for Parents. Since joining the organization in 1999 as a voucher operations representative, she has built a deep and comprehensive understanding of the agency’s work, rising through the ranks to her current role as Director of the Programs Department.
In this role, Hilda oversees the operations of multiple units within the department, ensuring the effective and compassionate delivery of services to children, families, and child care providers throughout Essex County. Since 2015, she has led her team with a clear focus on quality, empathy, and alignment with the agency’s mission. Hilda holds a Bachelor of Science in Business Administration with a concentration in Management from Montclair State University.

Provider Management Director
Recia Howard oversees the operations of multiple critical programs and services, ensuring that Programs for Parents meets the mandates and monitor standards of the Division of Family Development, Department of Children and Families, and Department of Agriculture. She brings over twenty-seven years of experience in the industry, and works to maintain high performance in her team, ultimately for the purpose of delivering excellent service to the childcare providers, children and families in Essex County. She is a dedicated servant, both in her career and in volunteerism. Outside of work, she participates as a Board of Trustees for two major agencies, is an active member of a divine nine organization, where she is an award winning, two-time chapter president, the founding president of a 501(c) 3 foundation, a member of several community service organizations, and currently serves as Parliamentarian for three of them. She holds a Bachelor’s of Arts degree from Syracuse University.

Director of Education
Denece V. Young, M.S.Ed., brings over 24 years of experience in Early Childhood Education. She began her career as a classroom teacher and progressed to roles including Child Care Center Director and Early Childhood Education Specialist in both Pennsylvania and New Jersey. Most recently, she served as the Infant/Toddler Coordinator for seven counties in New Jersey’s Northern Essex region. Currently, Denece is the Director of Education and Innovative Programs at Programs for Parents, Inc., where she leads a team dedicated to providing professional development and technical assistance to childcare directors, educators, and families.
